The Innovative Housing Institute (IHI) was created in 1996 by housing professionals with extensive, successful experience in developing, financing and managing affordable housing in a mixed income setting.

IHI's founder and President, Bernard Tetreault, was Executive Director of Montgomery County, Maryland's Housing Opportunities Commission (HOC).  During his tenure HOC financed almost $1 billion of mixed income multi-family housing, owned and managed more than 1,500 scattered site units for low and moderate income households and developed more than 1,000 multi-family and single family scattered mixed income housing units.
