Patrick O’B. Maier, Executive Director, Innovative Housing Institute has been with the Innovative Housing
Institute since October of 2002 when he became project manager of the Affordable Housing Initiative. This
program is an effort to help families living in concentrated poverty in Baltimore City move to neighborhoods
throughout the Baltimore region offering better opportunities. In December of 2002, Mr. Maier became the
Executive Director of the Innovative Housing Institute, a non-profit consulting organization that specializes
in assisting neighborhoods, municipalities and developers with Inclusionary Zoning and mixed income housing.
Prior to working with the Innovative Housing Institute, Mr. Maier was the Director of the Real Estate Division for the
Housing Opportunities Commission of Montgomery County Maryland. HOC is the Housing Authority for Montgomery County, but
is also a housing development and housing finance agency. Prior to Mr. Maier’s tenure as Director of the Real Estate
Division, he was Director of the Mortgage Finance Division at HOC. Mr. Maier’s seventeen-year career at HOC spanned
the period that marked HOC’s metamorphosis from a typical Public Housing Agency to a nationally recognized developer
and lender for mixed income and affordable housing.
Mr. Maier is frequently called on to speak at National and Regional conferences as a panelist on topics related to
affordable housing. He is a member of the Board of MARC- NAHRO, the regional leadership of the National Association
of Housing and Redevelopment Officials. Mr. Maier resides in Gaithersburg, Maryland with his wife, Kathleen and six children.

Mr. Thomas W. Doerr, IHI Senior Associate, served as Manager of New Development at the Montgomery County Housing
Opportunities Commission (H.O.C.) from 1986-1996. From 1979 to 1986 he was administrator of the Office of Housing
and Community Development in the City of Westminister, Maryland. As head of H.O.C. new development activities,
Mr. Doerr spearheaded an aggressive mixedincome development program, including townhouse, multi-family and high-rise
new construction with a goal of 500 units per year. Previously, Mr. Doerr served in the Philadelphia School System.
He is the past President of the Maryland Association of Housing and Redevelopment Agencies. He holds a degree in economics
from the Wharton School, and a graduate certificate in applied economics from American University. Mr. Doerr is IHI's
lead advisor to the Louisville Housing Authority as they work to transform their Public Housing stock to a mixed-income
portfolio under a massive 1100 unit HOPE VI program. He is currently working as a consultant on several public housing
redevelopment projects for the District of Columbia Housing Authority.
Mr. Paul Rowe, IHI Associate, is principal of PR Associates, a housing and community development consulting firm.
In that capacity he has provided project management, feasibility research and strategic development support in the
area of housing, commercial, retail and community development for the District of Columbia Housing Authority, Langston
University, TTAI/Community Empowerment Concepts, Hines GS Properties and the East of the River Community Development
Corporation. Mr. Rowe's experience includes that of a business owner, building contractor and real estate agent,
and over ten years of corporate marketing experience with C&P Telephone, Mead Data Corporation and Congressional Quarterly.
He served as Special Assistant for Economic Development to D.C. Mayor Sharon Pratt Kelly and the Director of the
Department of Housing and Community Development, Washington, D. C.
Ms. Joyce Siegel, IHI Associate, served as Commissioner and subsequently Public Affairs Officer of the Housing
Opportunities Commission (H.O.C.) of Montgomery County, Maryland, where she developed a successful strategic public
relations/public affairs program. As Public Affairs Officer Ms. Siegel developed and maintained a core of support for
H.O.C. through active memberships in community organizations and the establishment of recognition program for housing
non-profits. She initiated a public-private partnership program which resulted in producing more than 500 affordable
housing units and recruited key community leaders as board members to become participants in H.O.C. mission. Ms. Siegel
was responsible for media relations, intergovernmental affairs, and served as the agency's ombudsman. She holds a
Masters in Public Administration from the USC Washington Public Affairs Center. Mrs. Siegel was President of the
Interfaith Housing Coalition (IHC) from 1999 to 2003. IHC provides transitional housing to homeless families.
