Patrick Maier, as the Executive Director of IHI, provides consulting assistance to communities and governments considering inclusionary policies, prepares housing need studies, and guides the development of housing strategies. During his tenure at IHI, he has provided relocation program management to Baltimore City for several court-ordered programs and also oversees contractual relocation and homeownership services. Mr. Maier previously served the Housing Opportunities Commission for Montgomery County, Maryland, as the Director of the Real Estate Development Division and as the Director of the Mortgage Finance Division. During his tenure with H.O.C., Mr. Maier helped guide the Commission in its transformation from a conventional Public Housing Authority to one of the leading diversified housing agencies in the country. Notable accomplishments include: development of H.O.C. policy on mixed income housing; diversification of program connections for inclusionary housing scattered-site acquisitions to include public housing, Section 8, and Low Income Housing Tax Credit partnerships; development of a Special Ceiling Allocation Policy within Montgomery County's Annual Growth Policy to permit developments including affordable units to proceed in closed planning policy areas. Mr. Maier also led the Development Division in the development and construction of most of the mixed-income developments now in H.O.C.'s portfolio.

Stephanie Shirey, as the Associate Director, is key in the strategic planning and financial management of IHI. She has developed business and financial policies and procedures and is responsible for the organization's budgeting. In addition, she leads the IHI team in grant, bid and RFP proposal development and program management. Ms. Shirey markets the affordable housing programs to property owners and provides real estate analysis for IHI projects and bids. She conducts comprehensive market real estate research for IHI contracts and proposals and advises on program strategies. Ms. Shirey creates financial viability modeling for rental and units for sale. Prior to coming to IHI, she worked in commercial real estate with a national franchisor, managing all aspects of real estate functions including national broker networking, lease analysis and negotiations, relocations, re-sale of franchise centers, and transfer of properties. In addition, Ms. Shirey has an extensive background in marketing, product development and management, as well as underwriting and contract compliance. She holds a BS in Mathematics from Albright College and is a licensed Realtor® in Maryland.

Joan McManus has been IHI's Administrative Services Manager since 2003. In this position, she is involved in the day to day administration of the office, as well as handling many financial responsibilities, including payroll, personnel matters, and accounts payable. She interacts with clients on a daily basis when they come into the office for assistance. Prior to coming to IHI, Ms. McManus was the office manager for an international architectural and engineering firm in the Baltimore area.

Antoinette Morgan, a Lead Case Manager with IHI since 2004, oversees the cases of households associated with the Enhanced Leasing Assistance Program. She serves as liaison with other organizations locating housing for Section 8 voucher holders and provides assistance to clients coordinating with the Housing Choice Voucher Program. Ms. Bolding previously provided family support services as a Home Study Worker, Case Manager, Caseworker, and Quality Assurance Tech with other organizations. She has a BS in Applied Psychology from Coppin State College and an MA in Organizational Management from University of Phoenix-Timonium Learning Center.
